Indigenous people in remote communities face immense challenges in overcoming comparative disadvantage.

The consequence of limited communication systems and Indigenous languages was highlighted in the Litte Children are Sacred Report to the Northern Territory Government.  It stressed that improvement in community wellbeing and program otucomes would only be achieved by addressing communication failures:

Little information is actually communicated to the general Aboriginal population in any real, effective way.  Governments have a tendency to speak, in English, to a few Aboriginal pople who often do not have the resources to widely disseminate that information. Thus, important information gets 'bottle-necked', yet governments feel they have communicated this information to Aboriginal people. As a result, many Aboriginal popel remain powerless because they do not have access to information.  It is the Inquiry's view that, regardless of whether it is a public health message, changes to legislation or providing information about child sexual abuse, information must be communicated to Aboriginal people in their local languages if we are serious about properly engaging with Aboriginal people.
